Federal Commissioner Linked to ₦559.2 Million in Public Contracts Amid Conflict-of-Interest Allegations

Fresh findings have raised questions over the involvement of Hon. Tijjani Aliyu Ahmed, a Federal Commissioner with the National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI), in government contracts valued at more than ₦559 million through a private company in which he is listed as a director.

Documents reviewed during an investigation indicate that Ahmed is among the directors of Kadforex Integrated Services Limited, a company that secured several contracts from federal government agencies while he held public office.

The development has renewed concerns about compliance with the Code of Conduct Bureau and Tribunal Act, which sets ethical standards for public officials and seeks to prevent conflicts of interest in public service. The law restricts full-time public officers from participating in the management or control of private businesses, except those engaged in farming activities.

Records examined by investigators show that Kadforex Integrated Services Limited received contracts and payments amounting to ₦559,226,504.24 from various government institutions.

One of the transactions occurred on 3 November 2021, when the Nigerian Institute of Transport Technology (NITT), Zaria, paid ₦43,458,895.24 to the company for the supply and installation of equipment for a machine shop project.

Further records reveal that the Nigeria Police Force made multiple payments to the firm in 2024. On 22 March 2024, Kadforex Integrated Services Limited received ₦82,671,829.99 for the training of police personnel on counter-kidnapping operations in Nigeria under the Force Training Department.

Less than two months later, on 16 May 2024, the company received another ₦82,671,829.99 for the training of personnel on counter-banditry operations.

The largest payment identified during the investigation was made on 16 August 2024, when the Police Formations and Commands disbursed ₦261,560,835.87 to the company for the procurement and configuration of a Toyota Prado and a Toyota Camry 2024 model for the Nigeria Police Force.

In a separate transaction, the Nigerian Police Academy, Wudil, Kano State, paid ₦88,863,113.15 to Kadforex Integrated Services Limited on 14 August 2024 for the rehabilitation of a burnt students’ hostel in the Government Reserved Area (GRA) section of the institution, as well as repairs to the Faculty of Humanities complex.

Corporate records show that Kadforex Integrated Services Limited was incorporated on 1 November 2016 with registration number 1371516. The company’s registered address is listed as No. 5 Wharf Road, P.Z., Zaria, Kaduna State.

The company has four directors and shareholders, among whom is Hon. Tijjani Aliyu Ahmed. At the time the contracts were awarded and payments processed, he was serving as a Federal Commissioner at the National Commission for Refugees, Migrants and Internally Displaced Persons.

The findings are likely to intensify scrutiny of public officials who maintain interests in private companies that benefit from government contracts. Transparency advocates argue that strict enforcement of conflict-of-interest regulations is essential to protecting the integrity of public procurement processes and maintaining public confidence in government institutions.
