An investigation has detailed how Masari Ibrahim Kabir, a long-time ally of the All Progressives Congress and a political appointee in President Tinubu’s administration allegedly engaged in activities said to contravene Nigerian laws.

One of its key rules bars full-time public officials from owning or running private businesses, except those in agriculture, to avoid conflicts of interest.
According to findings, Kabir, through a private firm where he serves among the key management staff — Beautiful Mind Nigeria Ltd — secured contracts from government agencies totaling about ₦967,706,505.11 despite his political role.
Payments and Contracts
On June 22, 2023, the National Productivity Centre paid ₦19,931,546.25 to the company as a 50% advance for Lot G39, covering the procurement and supply of hospital equipment to the General Hospital in N/Banje Masari, Kafur LGA of Katsina State.
The same day, another ₦18,002,876.09 was released as part payment for Lot W57, involving completion and equipping of a vocational and skills acquisition centre in the same community.
The Nigerian Building and Road Research Institute, Lagos, also made multiple payments between June 26 and 27, 2023, for projects at a Government Community Day Secondary School.
These included ₦52,504,180.82 for extension works with furniture and equipment, and ₦72,232,141.39 for constructing seven classroom blocks with offices and facilities.
On September 2, 2023, a further ₦11,296,092.37 was paid for additional extension works at the same school.
On September 21, 2023, the Office of the Senior Special Assistant to the President on MDGs disbursed ₦12,787,312.18 as final payment for supplying a 30KVA soundproof generator to a 40-bed primary healthcare centre in N/Banje Quarters, Kafur LGA.
The company also received ₦144,673,286.25 the same day for completion of a 40-bed hospital project, including fencing, gate, generator house, and external works.
Further payments came from Small and Medium Enterprises Development Agency of Nigeria (SMEDAN).
On September 30, 2023, ₦119,302,325.58 was paid for constructing classroom blocks with offices and fencing at N/Banje Community Secondary School.
On March 28, 2024, ₦397,674,418.60 was released for the completion of the Ungwan Iliya/Bagudu Kwantakwaran Takwaram-Tsiga-I Road in Kafur LGA.
Another ₦119,302,325.58 was paid the same day for a separate classroom construction contract at the same school.
